Power v.s Belief

People tend to say that "BELIEF IS POWER". Yet, I have a question. Do we have belief first so there's a power or, do we have power in the beginning so we started to believe in it? Yeah, a tricky question. It's like, did we have eggs before chickens or chickens exited ahead of eggs?
